Reason for decision		It is not considered that the proposals to abolish Kirby Grindalythe and Duggleby Parish Council and form two separate Parish Meetings will exclude any groups.  The consultation will be undertaken in such a way as to ensure that no groups are excluded and a broad range of responses is obtained.
